Is an e-mail from a company confirming a service legal and binding?

Is an e-mail legal and binding? If a company confirms a service via an e-mail, i.e. confirms prices and terms and conditions and agrees to supply goods/services via an e-mail does this constitute a contract between vendor and buyer, and liability if the contract is broken?
